Every group I have can edit warning bars, and can ban.

Basically, all groups have moderators powers as in banning people. I have double checked and none of my forums have given moderator power to any other group apart from global mods.

Let me know how to fix this?

That is because you have changed the original moderators to global moderators.
Perhaps you should ask this question in the support forum.

Nope, this seems to may of been a glitch that Formoution are fixing.
